Saudi Arabia has issued a landmark draft law proposing a data embassy ecosystem aimed at enhancing its standing as a global AI hub. The law aims to establish a comprehensive legal framework for data embassies, allowing for the hosting of data in a foreign state while complying with the laws of the homeland. Issued by the Communications, Space and Technology Commission (CST) on April 14, 2025, the draft is open for consultation until May 14, 2025. It outlines key objectives such as attracting foreign investment, providing technology solutions, and creating sovereign data centers while establishing tailored categories for AI hubs, namely Private, Extended, and Virtual Hubs. Each category will cater to different operational requirements, adhering to relevant laws and fostering international cooperation in data governance.
