Commission Implementing Regulation (EU) 2025/1724 of 8 August 2025 imposes a provisional anti-dumping duty on imports of barium carbonate originating in the People’s Republic of China and India. This regulation was initiated following a complaint by Kandelium Group GmbH, representing the Union industry for barium carbonate, citing the impact of dumped imports on the European market.

The anti-dumping investigation found sufficient evidence of dumping practices by Chinese and Indian producers, leading to material injury affecting the Union industry. The investigation followed procedures under Regulation (EU) 2016/1036 and examined economic trends and trade data from the investigation period between October 1, 2023, and September 30, 2024, with broader trends considered from January 2021.

Provisional duties were established as follows:
– Guizhou Redstar Developing Co., Ltd. (China): 83.9%.
– Hubei Jingshan Chutian Barium Salt Corp. Ltd. (China): 72.6%.
– Vishnu Barium Private Limited (India): 4.6%.
– Other cooperating companies in China: 78.2%.
– All other imports from China: 83.9%.
– All other imports from India: 4.6%.

The regulation includes measures to ensure duties apply appropriately, such as requiring commercial invoices specifying the exporting company and tariff codes. These measures aim to prevent further injury to the Union industry by low-priced imports and to restore fair competition in the EU market.

The imposition of measures is expected to benefit the Union industry by increasing sales volumes, improving profitability, and enabling investments and innovation in barium carbonate production. At the same time, the potential impact on importers and downstream users, primarily in sectors like ceramics and glass production, was assessed. Despite some concerns regarding price increases, the regulation concluded that the measures would not lead to significant negative consequences for these sectors or jeopardize Union interest.

This regulation entered into force the day following its publication in the Official Journal of the European Union, with interested parties invited to submit comments or request hearings within specified deadlines.
