Federal Minister for IT and Telecommunication, Ms. Shaza Fatima Khawaja, called the policy a cornerstone of Prime Minister Shehbaz Sharif’s Digital Nation Vision, stating, “This is not merely a policy—it’s a national commitment to responsible innovation, ethical governance, and inclusive prosperity through AI.” She emphasized that the policy is grounded in international best practices while remaining deeply responsive to Pakistan’s demographic realities and developmental priorities.
The policy’s first pillar focuses on establishing a robust AI Innovation Ecosystem through the creation of a National AI Fund (NAIF), Centres of Excellence in AI across seven major cities, and venture and innovation funds to support R&D and commercialization. The second pillar, Awareness and Readiness, targets large-scale human capital development—training 200,000 individuals annually, awarding 3,000 scholarships, and offering 20,000 paid internships while promoting AI literacy across all social segments, including marginalized groups.
The third pillar, a Secure AI Ecosystem, introduces regulatory sandboxes, cybersecurity protocols, and transparency frameworks to ensure ethical AI use, data protection, and public trust. The fourth pillar, Transformation and Evolution, prioritizes AI adoption in key sectors like education, health, agriculture, and governance by launching sector-specific roadmaps, workforce upskilling programs, and performance evaluation systems.
The policy’s fifth pillar, AI Infrastructure, envisions a national compute grid, centralized datasets, AI hubs, and cloud-based resources to support scalable innovation, while the sixth pillar, International Partnerships and Collaborations, promotes global cooperation through joint research, cross-border projects, and alignment with international standards.
